How Contractor Licensing Works in Virginia
Getting your contractor’s license doesn’t have to be confusing. At Hampton Roads Contractor Prep, we break the process down into simple steps so you know exactly what to expect.
Why Licensing Matters
In Virginia, you need a contractor’s license to legally bid, contract, and complete most construction projects. Being licensed protects your business, gives clients confidence, and keeps you out of trouble with the state. Working without a license can lead to fines, penalties, or losing jobs.
The Licensing Process – Step by Step
Step 1: Choose Your License Class
Class C – Single projects up to $10,000 and no more than $150,000 in a year.
Class B – Single projects up to $120,000 and no more than $750,000 in a year.
Class A – Unlimited contract amounts.
👉 Not sure which class fits you? Most growing businesses aim for Class A or B to allow bigger projects and more opportunities.
Step 2: Take the Mandatory 8-Hour Business Course
Virginia requires all applicants to complete this course before applying for a license. This course covers the basics of running a contracting business, state regulations, and how to stay compliant.
We offer this required course in-person, locally, on Saturdays, so you don’t have to miss work.

Step 3: Pass the Exam (Class A & B Applicants Only)
If you’re applying for Class A or B, you’ll need to pass an exam covering topics like business law, regulations, and a few math problems.
Our Exam Prep Class helps you learn to navigate the open-book test and practice with real-style questions.
Classes are designed to save you time and frustration while boosting your confidence.

Step 4: Submit Your Application to DPOR
Once you’ve finished your business course and passed the Class A/B exam, it’s time to submit your application to the Virginia Department of Professional and Occupational Regulation (DPOR).
The application requires numerous forms, proof of course completion, exam scores, and fees.

If you take my business course we will walk through the application step by step to ensure accuracy.
Step 5: Get Pre-Approved for Specialty Exams
If your license requires a specialty classification (like Commercial Building, Residential Building, or other trades), DPOR must first approve your eligibility.
You’ll submit proof of experience or education along with your application.
Once approved, you’ll receive an authorization to schedule your specialty exam.
Passing this exam is required before DPOR issues your full license.
Step 6: Get Licensed and Start Working
When DPOR approves your application and (if required) your specialty exam results, you’ll receive your official license number. Congratulations—you’re ready to legally contract bigger projects and grow your business!
